There are five people in the audience at Ogden tonight. This never happens. Unless they are discussing chickens.

Two are discussing insurance for the municipality. The insurance agent is Brady Smith, former AD at SJO.

It would cover anyone working under the direction of the city, like for festivals, markets, etc.

They are saying they will help decide what to put in a FOIA request, what to redact, etc.

Covers the buildings, etc. Has an open door legal and will help them write the employee handbook.

Another person came in. Six people in the audience! This never happens.

Brady works for Loman Ray in the Tolono office and lives in St. Joseph.

Moving on to inoperable vehicles. Basically, they are discussing parking trailers on the village streets. It sounds like they are going to say you can’t park a trailer on the street for seven days without a permit. #tabled.

They approved the Billy Bobs Parking Lease for $100 for one year.

Purchasing two new fire hydrants because 1 will not open and 1 is leaking.

Buildings and grounds: Nothing

Health and Safety: Animal Control was called. Discussing feral cat issue. Kelly wants to look at options when they are up for renewal with Champaign County Animal Control because are difficult to get a hold of.

Lawyer is discussing how maybe they could invite animal control to a meeting.

Falcon equipment was supposed to clean up their property but Sue says they have not.

Discussing how a resident has five dogs, which is two over the limit.

Water committee: Working on replacing the seals. Samples have been submitted, working on a daily reporting program for the EPA. Water payments-discussing having the banks do the payments for no charge. Payments would be processed once a week.

Ted Hartke bought the old bank building.

Movie in the Park. Oct. 23. Costume contest. Prefilled bag with candy, etc Starts at 5 p.m. Dress for the weather. #itwillprobablybecold.

Gabe has announced that Todd is resigning as trustee. He is traveling to Florida twice a month. “I will miss half the board meetings this year, probably.” He also wants to reduce stress. “It has been great and fun working with you guys.”

This is a bummer. Todd has really worked very hard for the village and he makes the meetings pretty entertaining.

Gabe will appoint someone to the board to fill Todd’s position. That person will fill the position until the next election.

They are currently discussing how the position is filled. The mayor appoints someone and then the board approves it. Haan wants to publicize it and allow the public to know that they are looking for a trustee.

Some of the board is acting a little odd about how it will be filled. Very adamant that the Mayor gets to decide who it is. I mean, technically, but the board has to approve it.

The mayor has to appoint someone within 60 days. Then the board has 30 days to approve it. For reference:

(e) Appointment to fill alderperson or trustee vacancy. An appointment by the mayor or president or acting mayor or acting president, as the case may be, of a qualified person as described in Section 3.1-10-5 of this Code to fill a vacancy in the office of alderperson or trustee must be made within 60 days after the vacancy occurs. Once the appointment of the qualified person has been forwarded to the corporate authorities, the corporate authorities shall act upon the appointment within 30 days. If the appointment fails to receive the advice and consent of the corporate authorities within 30 days, the mayor or president or acting mayor or acting president shall appoint and forward to the corporate authorities a second qualified person as described in Section 3.1-10-5. Once the appointment of the second qualified person has been forwarded to the corporate authorities, the corporate authorities shall act upon the appointment within 30 days. If the appointment of the second qualified person also fails to receive the advice and consent of the corporate authorities, then the mayor or president or acting mayor or acting president, without the advice and consent of the corporate authorities, may make a temporary appointment from those persons who were appointed but whose appointments failed to receive the advice and consent of the corporate authorities. The person receiving the temporary appointment shall serve until an appointment has received the advice and consent and the appointee has qualified or until a person has been elected and has qualified, whichever first occurs.
(f) Election to fill vacancies in municipal offices with 4-year terms. If a vacancy occurs in an elective municipal office with a 4-year term and there remains an unexpired portion of the term of at least 28 months, and the vacancy occurs at least 130 days before the general municipal election next scheduled under the general election law, then the vacancy shall be filled for the remainder of the term at that general municipal election. Whenever an election is held for this purpose, the municipal clerk shall certify the office to be filled and the candidates for the office to the proper election authorities as provided in the general election law. If a vacancy occurs with less than 28 months remaining in the unexpired portion of the term or less than 130 days before the general municipal election, then:
