Get to know Terri Cummings

Terri Cummings is running for St. Joseph Village Board, for a four year term, as a republican.

What is the best thing about St. Joseph?
St. Joseph has a rich history of community involvement, with residents who actively participate
in local happenings. This engagement has fostered a strong sense of belonging and mutual
support which, I feel is very important. Along with our schools that reflect the community’s
commitment to education and intergenerational connections.

What do you think is an immediate need for the village?
I feel there are two immediate needs that go hand in hand. Continue to move forward and plan
for the infrastructure projects that are paramount to function and thrive. And a balance of
economic development for a strong local economy that will increase tax revenue, the funding of
essential services like infrastructure, emergency services, community programs and schools.
Along with supporting our local businesses to enhance our long-term sustainability and
improvements in our resident’s daily lives.

Where would you like to see the Village in ten years and if you could change one
thing about St. Joseph what would it be?

For a village like St. Joseph, a 10-year vision could focus on economic growth, quality of life
improvements for all ages and community sustainability. I would be remiss if I did not include
the new St. Joseph Recreation Foundation and a new Community Building that will strengthen
our local traditions and create new ones that will foster pride and togetherness. It will also allow
for offering and supporting engaging activities for our community to stay connected and active.
The “If I could change one thing about St. Joseph” question is hard. I think the changes that are
currently happening, when complete will position our community to be a progressive
community.

Why should people vote for you?
I am running for Village of St. Joseph trustee because I care about the future of my community. I
want to ensure we continue to support our local businesses, strengthen our infrastructure and
create opportunities for residents of all ages. I will lead with integrity, listen and work hard to
continue to make our village a great place to call home. With your support we can build an even
stronger, more vibrant St. Joseph together.

How will you make sure you are in tune with the public and are accessible to
constituents?

Be present and engaged in the community. Be approachable, responsive and supportive of
transparent updates, like sharing information in simple, easy to understand terms. Ensure our
village finances, projects, and decisions are communicated openly so residents feel informed. It’s
about being proactive, visible and engaged.

What is your opinion on the proposed TIF?
I support the proposed Tax Increment Financing (TIF) district because it is a smart, strategic
investment in St. Joseph’s future. A TIF allows us to revitalize underdeveloped areas, attract new
businesses, and improve infrastructure—without raising taxes on current residents. It’s a self-
sustaining tool that uses the future growth it creates to fund necessary improvements today.
I understand that some residents may have concerns, and I want to address those directly. A TIF
does not take money away from schools or public services. In fact, by driving new development
and increasing property values, it strengthens our local tax base over time. Additionally, a TIF is
not a handout to developers; projects must meet strict requirements to qualify, ensuring funds are
used responsibly and for the benefit of the entire community. Neighboring communities are leveraging TIF districts to grow and attract businesses—if we don’t act, we risk losing valuable opportunities to surrounding areas. This proposal is about making St. Joseph a stronger, more vibrant place to live, work and raise a family. I welcome community input and look forward to working together to ensure this TIF benefits everyone.
